On the afternoon of November 10, the Company's Party Committee held a meeting to publicize and learn the spirit of the 20^th National Congress and made mobilization and deployment to ensure that the spirit of the 20^th CPC National Congress could be effectively learnt, publicized and implemented.

Liu Xiangdong, Secretary of the Party Committee and Chairman of the Board of Directors of the Company, delivered a special speech. He asked all cadres and employees to unite more closely around the CPC Central Committee with General Secretary Xi Jinping as the core, adhere to General Secretary Xi Jinping’s thought of socialism with Chinese characteristics for a new era as the guidance, carry forward the corporate culture spirit of FPCL of "unity and hard work, striving for first-class", aim at the goal of "eight first-class" set by the Party Congress of the Company, be confident, self help, honest and innovative, work hard and forge ahead bravely. We should unswervingly close gaps, remove weaknesses and promote improvement. We should accelerate the pace of building a leading refining and petrochemical integrated company in China, and make new and greater contributions to building a socialist modern country in all aspects and promoting the great rejuvenation of the Chinese nation in an all-round way.

The meeting was chaired by Zhao Tianxing, Deputy Secretary of the Party Committee and General Manager of the Company. Leading cadres at or above the middle level of the Company, secretaries of primary level Party organizations and some employees of democratic parties also attended the meeting. At the same time, a sub venue was set in Fujian Gulei Petrochemical Company, and people attended the meeting via teleconference.

Liu Xiangdong commented that General Secretary Xi Jinping presided over the first collective learning of the Political Bureau of the CPC Central Committee and stressed that the whole Party should work hard on comprehensive learning/ understanding/ implementation, and unswervingly implement the goals and tasks set at the 20^th CPC National Congress in actual work. We should abide by General Secretary Xi Jinping’s requirements, learn in comprehensive, in-depth and systematical way, deeply understand and accurately grasp the core essence of the spirit of the 20^th CPC National Congress, and effectively implement every decision and arrangement of the 20^th CPC National Congress in the practice of production, operation, reform, development and management improvement of the Company.

Correctly understand the great significance of the ten years of great change in the new era, and resolutely defend the "two establishment" and "two uphold". The "two establishment" is the greatest political achievement, the most important historical experience, the most objective practical conclusion in the new era, and also the greatest certainty, confidence, and assurance for us to overcome all difficulties, obstacles and uncertainties.

Over the years, we have unswervingly promoted all-round high-quality development, the scale strength, operational vitality, development potential and industry influence of the Company have been greatly improved, the political ecology has continuously improved, the Company’s work style has become more honest, the cadres and employees have been working in harmony, the sense of happiness and gain has continuously increased, the reform and development of the company has maintained the right direction, and the Company has become the most reliable force for the Party and the people.

Correctly understand the latest sinicization and modernization achievements of Marxism to arm our mind, guide our practice and promote our work.

On a new journey, in the face of a more complex and ever-changing external environment and more arduous reform and development tasks, we should more consciously use General Secretary Xi Jinping’s socialism thought with Chinese characteristics for the new era as a powerful ideological weapon to understand, analyze and solve problems, continuously improve the "three political forces", carry out the in-depth theme action of "bearing the entrustment in mind, making new contributions, creating new achievements and good performance to prepare for the 20^th CPC National Congress", promote quality and profitability improvement of the Company, practice the concept of "working for the Party in the economic field" with practical actions, strive to promote the great-leap development of the Company, and create an industrial pattern of coordinated development of the two refining and petrochemical integrated industrial bases in Quangang and Gulei.

Correctly understand the connotation, characteristics and essential requirements of taking Chinese path to modernization and make new contributions and achievements in the new era. The 20^th CPC National Congress has determined that the central task of our Party is to build a socialist modern power in all aspects and outlined a grand blueprint for comprehensively promoting the great rejuvenation of the Chinese nation by taking Chinese path to modernization.

We should conscientiously shoulder our responsibilities and missions, take high-quality Party building as the guide, and "consolidating the industrial foundation, achieving first-class performance and creating a characteristic brand" as the principal line to comprehensively build Quangang and Gulei refining and petrochemical integrated industrial bases, realize the transition and upgrading of the industrial foundation and leading operation performance in the industry, gather the strengthen of safety, green and cluster, set a benchmark for corporate management, maintain talent-based innovation momentum, and realize the vision and goal of establishing a brand of Party building in joint venture.

Correctly understand the major strategic deployment of the CPC Central Committee and unswervingly promote high-quality development. High quality development is the primary task of building a socialist modern country in all aspects, and this is an important assertion made in the Report of the 20^th CPC National Congress.

We should accelerate improvement of value creativity and cost competitiveness, accelerate construction of a high-quality development indicator assessment system, further enhance the ability to "reduce refining and increase chemical products" and "transform refining products to chemical products", adhere to a market-oriented operation and management mechanism guided by the market and profit, and continuously improve the level of stable and long-term operation.

Further optimize the system and mechanism, strengthen innovation ability and construction of innovative talent team, and improve ability to transform innovation into profit based on the innovation studios and through projects of cooperation of production enterprise, university, research institute, and marketing and users, and major projects via public bidding. Taking the establishment of green enterprise as an opportunity, integrate the carbon peak and carbon neutralization schedule and roadmap into the development path, strengthen refined management of carbon emission throughout the life cycle of products, and work hard to write a new chapter in building a leading refining and petrochemical integrated enterprise in China.

Correctly understand the important requirements of leading a great social revolution with a great self revolution and promote in-depth development of full and strict Party governance. Brave self revolution is the second answer out of the cycle rate of historical rise and fall given by our Party, which reflects our Party's high consciousness of leading social revolution with self revolution.

We should continuously strengthen political supervision, improve the specific and normalized mechanism for political supervision, and improve the mechanism for supervision, accountability and "looking back" of implementation of decisions and arrangements made by higher authorities. We should uphold the principle of strictness in rectifying the conduct and discipline, and resolutely fight against corruption. In combination with the characteristics of the joint venture's system, mechanism, work philosophy and management mode, further strengthen the practical exploration and experience summary of Party building in the joint ventures, promote the organic integration of the "three basic" construction and the "three basic" work, and formulate a batch of characteristic experience and achievements of Party building in the joint ventures.

Correctly understand the requirements of the times of unity and struggle and concentrate the strong force to build a world leading refining and petrochemical integrated enterprise. We must align our mindset and actions with the spirit of the 20^th CPC National Congress, the goal of building a socialist modern country in all aspects, and the practical requirements of promoting the great rejuvenation of the Chinese nation by taking Chinese path to modernization. We must carry forward the corporate culture spirit of "unity and hard work, striving for first-class" of FPCL, aim at the "eight first-class" goals set by the Company's Party Congress, dedicate to the Company and the posts, and drive the all-round high-quality development of the Company through team work, honesty, commitment, dedication, sense of responsibility, brave reform and innovation, meticulous and realistic attitude and refined and effective management.

Liu Xiangdong stressed that learning, publicizing and implementing the spirit of the 20^th CPC National Congress was the primary political task at present and in the future. Party organizations at all levels of the Company should carefully plan and organize, quickly upsurge a trend of learning and publicizing, effectively promote implementation of the spirit of the 20^th CPC National Congress in the Company and achieve concrete effect.

First, we should ensure effective organizational promotion. The Party Committee of the Company should convene a special meeting to study and deploy the learning, publicity and implementation work, and management personnel at all levels should take the lead in learning and publicity. We should work hard on comprehensive learning to achieve in-depth understanding and mastery. An efficient working mechanism shall be established to make learning, publicity and implementation as a process of unifying the mindset, improving awareness, researching problems and promoting work.

Second, we should carry out in-depth publicity and education. We should set the keynote and orientation well, organize and carry out publicity and education activities with rich contents in various forms, and promote the spirit of the 20^th CPC National Congress directly on the front line and in the shift teams. We should proactively innovate the way of publicity, and explain the in-depth spirit of the Congress in simple terms and ways loved by all cadres and employees, so as to help them to clearly and thoroughly understand. We should organize and carry out full coverage training for all employees, and guide all cadres and employees to learn and study the spirit exactly as it is and achieve concrete results.

Third, we should complete key work of current stage successfully and implement the deployment and requirements of the 20^th CPC National Congress in all aspects of the Company's operation and development, so that the people can see the actual results of learning and implementing the spirit of the 20^th CPC National Congress. We should complete the targets and tasks of this year up to high quality, seriously consider and plan work in the next five years and next year, lay a good foundation for a good start next year, and promote transformation of decisions and arrangements of the 20^th CPC National Congress to vigorous practice of high-quality development of the Company.

Zhao Tianxing commented that we should learn deeply and understand the essence of the spirit accurately. We should give top priority to learning and implementing the spirit of the 20th CPC National Congress, learn the spirit from first to last exactly as it is, fully and Accurately grasp the spirit of the 20th CPC National Congress, and effectively align the mindset and actions with the spirit of the 20th CPC National Congress. We should make careful arrangements to quickly set off a trend of learning. All grassroots Party organizations should organize Party members and cadres to carefully learn and discuss in an all-round and multi-level manner according to the requirements of the company. We should combine the spirit of the 20th CPC National Congress with learning and training to ensure compliance with the required routes and characteristic optional routes. We should make full use of all kinds of media and use the forms loved by all cadres and employees, so as to make the publicity and reports more down to earth and more touching. We should stay in touch with practice to ensure effective implementation. We should transform the achievements into the drive to sprint at the end of this year and the ideas for next year's work and practice what we have learned in actual work.

Zhao Tianxing stressed that we should focus on safety by taking strict and concrete actions. We should adhere to the system thinking, ensure effective penetration, implementation and operation of HSE management system, and assign work safety responsibility level by level in a solid manner. Focus on the weak points, strengthen rigid implementation of the system, work hard on direct operations and contractor management, and continuously improve the level of intrinsic safety and environmental protection. We should make every effort to ensure stable operation, fully identify safety risks of the units in low rate operation and rectify existing hazards as soon as possible. Systematically sort out the process, corrosion and other problems that had been dealt with before to formulate an empirical summary to ensure stable and optimal production and operation. We should take various measures to improve profitability, quickly respond to the changes in the market. Focusing on procurement and sales and promoting production and operation, effort shall be made to optimize production, expand market and sales. We should firmly establish the idea of “leading a thrifty life” and strengthen control of all kinds of costs and expenses to ensure that the annual targets and tasks are completed up to high quality.

Before the meeting, the Party Committee of the Company organized the signing ceremony of the united Party building agreement of the Party branch of FPCL headquarters, Party branches of functional departments and primary level Party branches. This was an important measure for the Party Committee of the Company to learn and implement the spirit of the 20^th CPC National Congress, facilitate work style construction of the organizations, further implement the "supervision, coordination and service" functions of the headquarters for the joint ventures, and promote the improvement of both the Party building work effectiveness and the level of operation and management.

After the 20^th CPC National Congress was convoked, the Party Committee of the Company immediately organized learning, publicity and implementation of the spirit of the Congress. On October 28, an (expanded) learning meeting of the Central Group of the Party Committee was held to publicize/ learn the spirit of the 20^th National Congress. On November 11, the Party Committee made a special research and deployment on learning, publicizing and implementing the spirit of the 20^th CPC National Congress, and quickly set off a trend of learning, publicizing and implementing the spirit in the Company.
