On the afternoon of March 15^th, the company held the work conference on Party conduct and upholding integrity and anti-corruption for 2019 in Quanzhou office building.

Nearly 170 people including members of Company Party Committee, members of the management group, members of Company Central Commission for Discipline Inspection, Secretaries of primary General Party Branches (Branches), full-time and part-time Discipline Inspectors, and responsible persons of departments/ business teams of the company attended the conference. The conference was chaired by Mr. Liu Xiangdong, Deputy Secretary of the Company Party Committee.

At the work conference, the spirits of the Third Plenary Session of the 19^th Central Commission for Discipline Inspection of CPC, the Fourth Plenary Session of the 10^th Fujian Provincial Commission for Discipline Inspection of CPC, and the Work Conference on Party Conduct and Upholding Integrity and Anti-Corruption for 2019 of Sinopec Group were conveyed, with the work on Party conduct and upholding integrity and anti-corruption for 2018 summarized, and work tasks for 2019 deployed.

At the work conference, Mr. Yang Hongbin, Deputy Secretary of the Party Committee, Secretary of the Central Commission for Discipline Inspection, and Chairman of Company Labor Union, made a work report on behalf of the Central Commission for Discipline Inspection of the company entitled Adhere to Pursuing Progress While Ensuring Stability and Take the Initiative to Act Responsibly to Provide Strong Guarantee for Quality Development of the Company in the New Era.

In his work report, Mr. Yang Hongbin briefly reviewed the company’s Party conduct and upholding integrity in 2018. Over the past year, under the strong leadership of the Discipline Inspection Group of the Party Organization of Sinopec Group, the Fujian Provincial Commission for Discipline Inspection of CPC and the Company Party Committee, the Central Commission for Discipline Inspection has thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19^th Party Congress, implemented the important decisions and arrangements of upper management, adhered to the general principle of pursuing progress while ensuring stability, defined the right position, taken initiatives to make a difference and fully performed the duties, promoted the development from enforcing full and strict discipline over the Party to depth, made new progress in improving Party conduct and upholding integrity and fighting corruption.

In the report, it clearly set the overall requirements of the company’s Central Commission for Discipline Inspection in 2019, that is, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; study and implement the guiding principles of the Party’s 19^th National Congress and the Second and Third Plenary Sessions of Its 19^th Central Committee; deploy in accordance with the Third Plenary Session of the 19^th Central Commission for Discipline Inspection of CPC, the Fourth Plenary Session of the 10^th Fujian Provincial Commission for Discipline Inspection of CPC, and the work conference on Party conduct and upholding integrity and anti-corruption for 2019 of Sinopec Group; remain true to our original aspiration and keep our mission firmly in mind; keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment; strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics; resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership; adhere to the general principle of pursuing progress while ensuring stability; implemented the “5 points” general thoughts on integrity construction and anti-corruption work, and the requirement of “unswervingly maintaining the core; unswervingly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; unswervingly implementing the decisions and arrangements of Central Committee of the CPC; unswervingly improving Party conduct and enforcing Party discipline; unswervingly fighting against corruption; unswervingly strengthening intra-Party supervision; unswervingly deepening the reform of the supervision system; unswervingly focusing on the “key minority” of Fujian Provincial Committee of the Communist Party of China; deepen the practice of “focusing on daily supervision, especially checking erroneous ideas at the outset; focusing on review of discipline execution, especially strengthening the case of self-control; focusing on responsibility investigation, especially investigating once defaulting; focusing on addressing both the symptoms and root causes, especially promoting the establishment of rules and regulations; focusing on self-construction, especially adhering to being both strict and caring”; assist the Party Committee of the company to promote enforcement of full and strict discipline over the Party guided by political construction of the Party; adhere to supervision first and improve the patter of “big supervision”; perform duties and responsibilities according to rules, discipline and law; build the system that ensures officials dare not, cannot and will not be corrupt integrally; promote quality development of discipline inspection and supervision; consolidate and develop a good political ecology; provide strong guarantee for the company’s quality development in the new era; celebrate the 70^th anniversary of the founding of the People’s Republic of China with outstanding achievement.

In the report, key work for 2019 were deployed: first, adhere to strict political construction, and consciously assume the major political responsibility for “resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership”; second, adhere to strict enforcement of discipline supervision, and focus on performing the supervision duties deeply in detail; third, adhere to strict construction of work manner, and resolutely remove formalism and bureaucracy; fourth, adhere to healthy trends and strict anti-corruption, and consolidate and develop the overwhelming victory in the fight against corruption; fifth, adhere to strict risk prevention and control, and timely remove the potential hazards of the company; sixth, adhere to strict screening and development of people, and strive to inspire new roles and new acts in a new era; seventh, adhere to strict self-development, and build a loyal, clean and responsible supervision team as an “iron army”.

Mr. Gu Yuefeng, Secretary of the Company Party Committee and Board Chairman of the company, in his speech, commented that the report summarized the accomplishments of Party conduct and upholding integrity and anti-corruption work in 2018, and analyzed the new situation and new tasks of enforcing full and strict discipline over the Party that the company in faced with, which is specific and instructive. He expected the primary Party branches at all levels to convey and learn the report, and ensure good implementation. He put forward three expectations: first, continue to implement full and strict discipline over the Party to depth, and consolidate the good political ecology of being ethical and entrepreneurial; second, continue to deepen the work manner and resolutely remove formalism and bureaucracy; third, continue to promote quality development of discipline inspection and supervision.

Mr. Gu Yuefeng, on behalf of Company Party Committee, issued the Letter of Responsibility for Party conduct and upholding integrity to the members of Company Party Committee.

Company Party Committee leaders issued the Letter of Responsibility for Party conduct and upholding integrity to the Directly Subordinated General Party Branch and the Directly Subordinated Party Branch.

Mr. Liu Xiangdong read out the Company Party Committee’s Decision on Awarding the Outstanding Workers in Discipline Inspection and Supervision in 2018 and commended 10 outstanding workers.

It was required at the work conference that, primary General Party Branches (Branches) of the company should adhere to pursuing progress while ensuring stability, take initiatives to act responsibly, and unswervingly deepen the implementation of full and strict discipline over the Party, the Party conduct and upholding integrity and the battle against corruption unremittingly, so as to provide strong guarantee for the company’s quality development in the new era.
