The Company Held Party Committee Work Conference, Party Conduct and Honest Administration Construction and Anti Corruption Work Conference of 2023

On the morning of March 14, the Company held the Party Committee Work Conference, Party Conduct and Honest Administration Construction and Anti Corruption Work Conference of 2023.

More than 120 people attended the conferences, including the Company management, the members of the Company's Disciplinary Committee, the deputy chief engineers, the responsible people of the general Party branches and primary level Party branches, the main responsible people of the departments, units and primary level teams/ groups, mid-level management personnel and above of Party and Union Department, mid-level secondees, some representatives of the Company’s Party Congress, and the Company’s disciplinary inspectors. Beside the main venue, people of Gulei Petrochemical Company attended the meeting through video conference.

Liu Xiangdong delivered the report on the work of the Party Committee titled "Deeply Learn and Implement the Spirit of the 20^th CPC National Congress and Lead the Construction of Domestic Refining and Chemical Integrated Enterprise through High Quality Party Building ".

In 2022, the Company's Party Committee made achievements mainly in six aspects: first, adhered to firm and conscious political construction. Second, strengthened and deepened Party building at primary level. Third, carried out concrete and effective team building work. Fourth, adhered to the principle of integrity and honesty. Fifth, promoted the thoughts and improved cohesion. Sixth, improved effectiveness of Labor Union work and Youth League work.

The general work requirements for the Company's Party Committee in 2023 are: Adhering to general secretary Xi Jinping’s thoughts of socialism with Chinese characteristics for the new era as the guidance, deeply learn and implement the spirit of the 20^th CPC National Congress and general secretary Xi Jinping’s important speeches on Fujian Province, Sinopec and development of the Company. In accordance with the overall thinking of the "1355" Party building work of Sinopec Group and the requirements of Fujian Provincial Party Committee for "learning in-depth for excellence, taking actions proactively and creating profit through hard work", the theme education within the Party shall be defined as the main thread and "strengthening political construction of the Party" shall be kept as the key link. Efforts should be made on systematically strengthening strict governance of the Party in all rounds, comprehensively improving the quality and effectiveness of Party building, promoting transformation of Party building advantages, leading and ensuring effective implementation of the annual targets and tasks, and accelerating construction of the leading refining and chemical integrated enterprise in China, thus to celebrate the 40^th anniversary of the founding of Sinopec with outstanding performance, contribute to construction of Sinopec with strong strategic support, strong livelihood security and strong inspirational motivation, and write a new chapter of Sinopec and Fujian on the Chinese path to modernization.

In 2023, the Company's Party Committee will focus on six aspects of work as follows: First, vigorously strengthen political construction of the Party and continuously improve comprehensive leadership of the Party. Second, vigorously strengthen primary level Party building work at primary level, and establish a clear direction of focusing on primary level organization. Third, vigorously strengthen construction of cadre and talent team, and enable the inexhaustible driving force for development. Fourth, vigorously strengthen construction of Party conduct and honest administration, and create a first-class political ecosystem. Fifth, vigorously promote ideological promotion and create a good atmosphere of hard working. Sixth, vigorously carry out work of the Labor Union and Youth League and unite all forces to promote a new round of development.

At the conference, Zhang Xiguo read out the commendation decision of the outstanding individuals in discipline inspection and supervision of 2022, and the outstanding individuals in the Party Committee Patrol Inspection from 2020 to 2022. The Company's Party Committee awarded the commitment letters on the primary level Party organization goals and tasks, Party conduct and honest administration construction, petition and stability maintenance work and confidentiality responsibility to all general Party branches at primary level and the directly affiliated Party branches.

Focusing on construction of Party conduct, integrity, and anti-corruption work, Yang Fei made the report titled "Unswervingly Promote Further Development of Comprehensive Strict Governance of the Party to Provide Strong Guarantee for Building a Leading Refining and Chemical Integrated Enterprise in China".

The main achievements in 2022. In 2022, the Company made achievements mainly in the following six aspects in construction of Party conduct, integrity and anti-corruption: First, firmly established the fundamental political direction to ensure effective implementation of decisions and deployment from higher level departments. Second, took strong actions and rolled out the "Three No Corruption" action comprehensively to improve quality and profitability. Third, solidly fulfilled the principal responsibility of supervision, and effectively served the overall interest with focus on the center work. Fourth, persistently rectified the Party conduct and discipline, and promoted clean and honest Party and administration. Fifth, forged a sharp sword to promote development and strict and solid political inspections. Sixth, with persistence, struggled bravely and skillfully, and strengthened strict management and governance of the discipline inspection and supervision team.

In 2023, the Company will focus on seven aspects in construction of Party conduct, honest administration and anti-corruption. First, diligently learn and implement the spirit of the 20^th CPC National Congress, and gather new forces in defending the "Two Establishment". Second, firmly and persistently rectify the "Four Styles" and stimulate new vitality through hard work. Third, comprehensively strengthen discipline construction of the Party, and demonstrate new responsibilities in practicing the "Two Uphold". Fourth, continuously and forcefully punish corruption, and reach new highs through the comprehensive advancement of "Three No Corruption". Fifth, make full use of the patrol inspection and make new progress in improving the quality and efficiency of the patrol inspection. Sixth, improve the supervision system and make new achievements in furthering targeted supervision. Seventh, strengthen ideological and physical construction, and forge an iron army to make new achievements and shoulder the mission in the new era.

Liu Xiangdong put forward three requirements for implementing the spirit of the conference. First, we shall conscientiously learn and publicize the spirit of the conference. The department in charge of publicity work should publicize the spirit of the conference through all means, and vigorously select and set outstanding models in implementing the spirit of the conference to create a strong competitive atmosphere of taking on responsibilities and working hard. Party organizations at all levels should rely on platforms such as the "Three Meetings and One Lesson" and the "Top Issue" to organize cadres and employees to seriously learn the spirit of the conference and undertake tasks well. All Party members and employees should consolidate the foundation of "learning", strengthen the consciousness of "doing", and transform the learning achievements into practical results to promote efficient and high-quality work.

Second, we shall continuously drive integration and mutual promotion of Party building and the central work. Based on the annual Party building themed practices such as "learn and implement the 20^th National Congress, start out again to improve quality and profitability", in combination with the themed education within the Party, Party organizations at all levels should further integration and mutual promotion, strengthen organizational assurance, and ensure effectiveness of all work such as work safety, operation and profitability and project construction, continuously promote transformation of Party building advantages and solidly promote all-round high-quality development.

Third, we shall consolidate a clean and honest atmosphere for hard work, persist in curing both symptoms and root causes, and continuously consolidate the clean and honest political ecology. Continuous efforts shall be made on anti-corruption and integrity education, with a focus on strengthening corruption risk prevention and control in key and sensitive links such as material procurement and project bidding. We shall remain true to our original aspiration and resist corruption and degeneration, improve working style fundamentally to continuously build a hard-working company culture.
