On November 4, Quangang District Government held a meeting to deploy production safety supervision during turnaround of FREP in the exhibition hall of the company.

Leaders of Quangang District Government and Quangang Petrochemical Industrial Park, Yang Fengxiang, Chen Jianfeng and Lin Qinghong, and OOP members of the company, Saleh Yahya Al Zaid, Lin Xu, Zhao Tianxing and Neo Ee Ee attended the meeting.

At the meeting, Lin Xu, vice president of the company, gave a briefing on 2021 TA/ Revamp of the company. He said that according to the five-year business plan and the annual work plan, the company would conduct TA/ Revamp of 28 sets of units and systems in the old and new plants including HTU, Aromatics Complex, EOEG Unit and supporting utilities and offsites systems from November 10, 2021 to January 11, 2022. While ensuring safe and stable production of the running units, the company would adhere to "one team, one goal", deeply implement "safety, environmental protection, high quality and high efficiency" throughout all stages and the whole process of TA/ Revamp, so as to ensure a compliance, safe, environmental and high quality TA/ Revamp.

For the work deployment of the TA/ Revamp, Lin Xu said: first, attach great importance to and comprehensively strengthen organization and leadership; second, advance in an orderly manner and strictly abide by the milestone schedule; third, make comprehensive improvement and continuously enhance HSSE management. He also reported on matters that need coordination and support of the government.

Yang Fengxiang, acting director of Quangang District Government, commented in his speech that the field coordination meeting for FREP turnaround production safety supervision was for solving difficulties and issues in work, and having another deployment and mobilization to ensure effective supervision on production safety.

Yang Fengxiang stressed that: first to pay high attention. FREP Turnaround had always been a top priority of production safety of Quangang. It was required to unify mindset, improve understanding, and effectively enhance the sense of responsibility and sense of mission.

Second, assign responsibilities in a clear and solid manner. The maintenance work involves many aspects and interfaces, it is important to clear define the responsibilities of the enterprise and the work teams to ensure a safe and orderly maintenance. The company should convey the requirements level by level and strictly implement the "Five Responsibilities". The specific work teams should strictly implement safety supervision according to the plan and responsibilities to ensure production safety of the maintenance, and the stable and good production work situation of hazardous chemicals in the District.

Third, ensure strong assurance work. FREP Turnaround involved production safety, ecological environment, public opinion control, social security, pandemic prevention and control, etc. FREP, Quangang District Government and Quangang Petrochemical Industrial Park should carry forward the good cooperation between the company and the local government to ensure fast, stable, solid and orderly progress of the work.

At the meeting, the management personnel of Quangang Emergency Management Department, Quangang Ecology and Environment Department and other government authorities of Quangang District also commented on relevant work.

Leaders of emergency management, ecology and environment, health and public security departments of Quangang District, leaders of Nanpu Town, Jieshan Town and Houlong Town, leaders and relevant personnel of Sinopec Nanjing Engineering Company, Sinopec No.5 Construction Company, Sinopec No.10 Construction Company and other contractors, and the responsible people of relevant departments and Business Teams of the company also attended the meeting.
