From Feb. 23^rd to 24^th, Sinopec Party Building and Leadership Team Assessment and Field Inspection Group No. 6 (”the Group”) visited FPCL for field inspection.

On the morning of Feb. 23^rd, the Group convened a communication meeting, during which the Group lead and secretary of Jianghan Oilfield Discipline Committee Mr. Shi Xinpeng elaborated on the purpose and significance of the assessment, introduced key points and related requirements, and emphasized that the assessment was interview-based and field inspections included meetings, interviews & verification, verification at party branches, collective study & judgment, exchanges and feedbacks etc.

The secretary of Company Party Committee and Chairman Mr. Gu Yuefeng said that this assessment would be taken as a comprehensive physical examination for the Company's Party building work. Therefore, we should cooperate with the assessment and inspection, organize personnel and provide materials, and reflect the situation truthfully/ objectively to ensure the smooth implementation of the inspection.

After the meeting, the Group respectively interviewed the Company management group members, middle-level cadres, primary Party branch secretaries and some employee representatives, to learn more about the Company's Party and Union, cadres, discipline inspection and supervision, ideology publicities etc., identify highlights and lowlights. During the interviews, the Group also referred to relevant materials for verification.

On the morning of Feb. 24^th, a work conference on Party building of primary Party branch was held in FREP. The Group had face-to-face discussions with primary Party branch secretaries, ordinary Party members and frontline employee representatives to further understand the progress of the Company's Party building work at primary Party branches.

At the same time, another team of the assessment group inspected the Party building work of Olefin BT Party branch, T&P Dept. technology& engineering Party branch and Fulin Gas Company Party Branch No.1.

At the primary Party branches, members of the assessment team listened to the branch head’s report on Party building work, reviewed materials and communicated with the branch members participating in the inspection.

The questions raised by the assessment group were straightforward and the branch members answered the questions based on actual work conditions.

"As a joint venture, primary Party building can be integrated with production and operation perfectly, you did your job effectively." "Your team captures good spirit." The comment of the assessment team further enhanced the confidence of the primary Party workers.

On the afternoon of Feb. 24^th, the Group lead Mr. Shi Xinpeng chaired the feedback meeting and provided feedback on the two-day annual assessment on Party building and field inspection on the leadership team.

Mr. Shi Xinpeng said in his feedback that, in 2018, FPCL Party committee focused on the Company's "supervision, coordination and service" functions as an investment management platform and the new situation of the joint venture system in the new era, made efforts to break down the new problems faced during Party building in the joint venture, explored new ways of Party building in joint venture, actively set up new patterns of Party building specific to joint ventures, and effectively promoted the integration of company culture in joint venture and the coordinated development of production and operation.

Mr. Shi Xinpeng affirmed the Party building achievements made by the Company in three aspects. First, in terms of Party building responsibilities, the Party committee's functions were strengthened, and the Party's goals were effectively reflected under the joint venture system. Second, in terms of the quality of Party building, the leadership team had showed strong cohesion power and basic Party building had effectively supported production and management. Third, in terms of effectiveness of Party building, the annual work had been effectively completed, and the profit goals set by Sinopec Headquarters was overfulfilled for four consecutive years.

While affirming the achievements, the assessment group also pointed out the problems in 8 aspects such as primary Party building and intrinsic safety that requires reinforcement, and proposed 6 suggestions/ opinions.

The secretary of Company Party Committee and Chairman Mr. Gu Yuefeng commented that the Group identified problems precisely and provided practical recommendations, which demonstrated the high level inspection. He appreciated the Group for their hard work. In next step, the Company's Party committee would unify the thinking, raise awareness, and list the rectification of the identified problems as a key task of Party building in 2019, to earnestly improve Party building; proactively strengthen learning and continuously improve political accomplishments and abilities of the Company's Party committee, leadership team and all cadres and employees; and unswervingly conduct in-depth comprehensive/ strict management of the Party in the Company, thus to strongly support high-quality development in the new era.

After the feedback meeting, the Group completed its assessment on the Company successfully. (Zong He)
