The Level-1 Fire Emergency Drill Jointly Held by the Company and the Provincial Fire Department


In the morning of April 4th, the Company and Fujian Provincial Fire Department jointly launched a Level-1 fire emergency drill in the product oil tank farm.

The scenario of the drill was that T008C tank in the 5640# tank farm was put into service after maintenance. In the course of feeding, a large amount of unhydrogenated C5 vapor leaked and diffused due to flange leak and was ignited by static, resulting in a spray combustion. Two operators at T008B tank were injured and a large area was burning around 5640-T008C tank.

As the fire incident occurred, the Company quickly triggered the emergency plan, organized technical personnel and the Company fire brigade, closed feed valves, vented the over-pressured gas in the burning tank and the adjacent tanks via flare line in a timely manner, turned on the fixed fire sprinklers, and injected water into the incident tank via the incident water pipeline; and the fire trucks conducted spraying to cool down the incident tank and adjacent tanks. The gas protection personnel went to the site to rescue the wounded, provided first aid, and called fire command center for help.

Upon arrival of petrochemical emergency reinforcement detachment of Fujian Provincial Fire Department, the scouts were sent to carry out the aerial reconnaissance via unmanned aerial vehicle. The firefighting robot carried wireless detection equipment deep into the combustion area for leakage inspection. At the same time, the Company provided DCS system data to the field command center for incident assessment. Through comprehensive reconnaissance and inspection, the tank combustion was stable, and the concentration of the leaked gas was in safe level. The field command center quickly adjusted the firefighting deployment, commanded the fighting forces to enter the combat area to spray and cool down.

With joint efforts of all the officers and firefighters, unhydrogenated C5 leakage was effectively controlled and the temperature and pressure of the tank decreased significantly. The Company organized technical personnel and emergency rescue personnel to block the leakage and empty the tank successfully. The site command center, according to the situation and through the field evaluation, confirmed that the danger was removed, and organized the environmental protection personnel for test and inspection.

After the drill, all the participants gathered together, the deputy chief of Fujian Provincial Fire Department made a comment on the drill. He said the drill reflected the high degree cooperation and tacit agreement between FREP and the local firefighting group. It was a good practice for the staff member of both sides. He also commented that force of equipment should be highly valued and given play in extra serious fire.

Mr. Kang Qingshan, Process Department general manager (Offsites & SSI) as the chief commander of the Company, made summary comment on the observations of this level-1 fire emergency drill, reviewed the problems, detailed the tasks, and required relative departments to follow up and further increase emergency response ability of the Company.
