2016 OIMS Internal Assessment


On the morning of December 12, the Company held an OIMS assessment closing meeting. Vice President Nouraddin A. Yousuf, Vice President Joost Emmen, the members of each assessment team, OIMS element owners, the department general managers / deputy general managers, and business team management attended the meeting.

In the 2016 OIMS internal assessment (IA), all assessment work has been completed upon joint efforts of all members of the IA team. In total, 126 gaps were found in the IA, including 60 consideration items, 52 supportive items, 1 confirmation items, 13 suggestion items, and 15 repetitive items, involving 8 elements.

IA team verified the effectiveness of the 118 gaps identified in 2015. Up to the end of November, 110 gaps were closed and 8 gaps were not closed yet. For the 110 closed gaps, there were 19 gaps have defects in effectiveness of closure.

It’s the first time that IA integrated self-assessment of safety standardization into OIMS assessment. The inspection integrated the evaluation results of the first stage, which provided reference for the final integration of safety standardization and OIMS.

During the OIMS assessment, all the assessment team members agreed that, in 2016, the Company has made big progress in regulating “two duties for one post” and improving effectiveness of system implementation.

“HSE Responsibilities of the Office of the President and the Departments General Managers” was revised. It is planned to complete the revision of HSE responsibilities of all posts of each department by the end of the year.

On October 11, 2016, the Company as a hazardous chemicals production enterprise met the standards and obtained the level 1 certificate of safety production standardization.

To strengthen system operation supervision and optimize system verification and measurement indicators, the OIMS committee will keep following up and managing element review (2 elements per month) and the identified gaps.

The integration of OIMS and safety standardization is moving forward and is expected to be completed in next year. (Gui Hua)
