Pipeline leakage caught a fire, emergency response plan was initiated, fire alarm was raised promptly, fire fighters reacted rapidly, the fire was controlled…… on the morning of September 14, FREP comprehensive fire fighting exercise was conducted on the big APS/VPS unit in the new plant area. OOP members Gu Yuefeng, Nouraddin A. Yousuf and Parut Chatikavanij, Production Operation GM Liu Yanchang, and relevant department management were present at the commanding center of company emergency production.

The exercise was commenced at 10:01 on the morning when source line of big APS/VPS residue pump 1010-P207 leaked and resulted in spontaneous combustion of residue. Operators of Fuels-1 BT of Process Department promptly raised a fire alarm to inform fire fighting team and reported to shift superintendent of Process Department. Two contractor workers on the spot got injured and the operators urgently contacted an ambulance for rescue.

Shift superintendents immediately initiated the company emergency response plan and personnel from all functions arrived on the scene immediately for action. Fire fighting team of HSE Department rushed to the spot and carried out fire fighting in short order, with security personnel evacuating the dangerous areas and controlling traffic in the surrounding areas. The maintenance team hastened to repair equipments on site, Utilities BT made relevant adjustment based on the pressure of fire water and quality change of emergency wastewater, and the other members of emergency commanding center arrived on the scene and reported to the fire ground commanding center for duty – rescue was carried out according to roles and responsibilities of emergency response and based on actual situation of the scene.

At 10:25 the fire was put out bringing the exercise to a success after fighting by all the involved firefighters sparing no pains. The big APS/VPS unit was not ready for start-up after evaluation. This incident resulted in shutdown of big APS/VPS and it was a major incident at company level.

At the comments after completion of exercise, the company management said all the departments and personnel engaged in the drill regarded it as a real combat and achieved the expected effect. The exercise not only displayed an effective and normative emergency commanding system of FREP but also demonstrated the level of company emergency rescue. Meanwhile, it also exposed problems in terms of information management, news release and coping with the media. They encouraged all the functions to carefully summarize experiences and defects of the exercise, resolve the issues identified in the process of exercise and make continuous improvement and perfection to further enhance the company capability of emergency rescue and escort for production safety.
