To learn profound lessons from the fire accident that took place in Zhangzhou Gulei Dragon Aromatics, deeply carry out the notice issued by the State Council on special thorough safety inspection of hazardous (oil, gas, etc.) chemical tank farms and further improve the ability to respond to fire emergencies and the ability of rescue of the petrochemical park, Quangang Government held a petrochemical enterprises fire safety emergency rescue drill in FREP EO/EG tank farm on the morning of Aug. 3. Quangang District Party Secretary Hong Ziqiang, District Mayor Wu Liyuan and relevant leaders, FREP Chairman and President Gu Yuefeng, Operation GM Liu Yanchang and heads of Process and HSE went to the field site to observe the drill.  

The drill started from 9:00 a.m. The drill command center received notice about the emergency: FREP EO/EG CCR flammable gas detector alarm went off and 2 field operators wore PPE and carried detector to the leak area for inspection. They identified D-1410A tank bottom flange cracked open and a great deal of EO leaking. 1 field operator was poisoned, passed out and trapped. The situation was very critical.

After leak accident, the plant area activated EO spherical tank leak burning emergency response plan promptly, stopped material from going to EO storage tank, organized personnel to isolate the surroundings of EO tank farm, opened the fire monitoring and sprinkling facilities to flush EO storage tank leaking point, and in the meantime reported to fire brigade of Petrochemical Park and FREP fire brigade.

After receiving the call, Quangang Petrochemical park full-time fire brigade assigned 4 fire engines and 24 people immediately and FREP fire brigade also assigned 3 fire engines and 18 people to the scene of accident, followed by on-the-spot inquiry, field detection, rescue of the injured and dilution of leaking gas. Afterwards, other fighting forces came to the site and joined the battle at once. The leaking gas concentration, accident tank temperature and pressure were all in the safety scope and all the sources were in place, with adequate fire extinguishing agent. Under this circumstance, it’s ready for the general fighting. The field site command headquarters issued the general fighting order.

With approximately 25 minutes of fighting and rescue, the emergency was effectively controlled. The drill successfully closed. Finally, Quangang District heads made conclusive comments on the drill.

The whole process of the drill lasted for 30 minutes and the participant firefighting teams successfully completed the fire safety emergency rescue drill. (Xiao Wanyuan)
