FREP Held MSOI Kick-Off Meeting
On the morning of January 7, FREP held MSOI kick-off meeting in the science hall. OOP members Gu Yuefeng, Nouraddin A. Yousuf and Parut Chatikavanij, Operation GM Liu Yanchang, all OIMS owners and administrators, BT leads and related personnel were present at the meeting.
President Gu Yuefeng pointed out that the 10 elements of MSOI inspections are criteria for us to conduct HSE work. He hoped all BTs would accomplish their work tasks as per the criteria, and improve OIMS and close OIMS gaps. All of us should conscientiously follow the new national work safety law, environmental protection law and related safety rules, and identify issues related to execution of OIMS system through MSOI inspections so as to facilitate their further amendment and improvement. For incident investigation reports, we should check if related measures have been implemented or not, and if any issue has occurred repeatedly. Proper rewards should be granted to competition winner teams, while the teams which perform poorly in the competitions should also be spurred and criticized, so that effectiveness of OIMS execution can be practically promoted.
Vice President Nouraddin A. Yousuf said the key factor to determine a management system’s effectiveness is whether we can implement it properly or not. Our MSOI kick-off meeting held today will be a good opportunity to promote our work performance.
Vice President Parut Chatikavanij stressed that Exxon-Mobil’s refinery in Thailand started MSOI ten years ago. FREP’s MSOL is developed on the basis of Thailand’s. It is very necessary to check if MSOI requirements and its practices are truly penetrated into the working tier of FREP. No matter how excellent the system documents are developed, they will remain useless if they do not penetrate into all levels of FREP hierarchy, which is the key. Ten element-containing MSOI checklists will be released soon, which are controllable by BTs and will demonstrate BT’s management performance. Once MSOI starts, it will carry on continuously.
MSOI means main safe operation index. It is a kind of indicator for verifying and measuring implementation effectiveness of all related elements by using the developed checklists with scoring system to randomly inspect site implementation of related OIMS elements. The score results will be indicated in percentage. MSOI consists of ten elements---risk assessment, personal safety, occupational health, operation and maintenance, critical safety equipment, operating interface, management of change, incident investigation and analysis, and emergency preparedness.
The purpose of the Company to roll out MSOI inspection is to verify effectiveness of implementation of OIMS related elements and provide actual information about site implementation of OIMS to management sector; confirm key operating integrity hazards and gaps and feed back the information properly for closures; facilitate promotion and continuous improvement of implementation effectiveness of OIMS elements; provide bases for BTs initiate competitions.
