12398 Energy Supervision Hot Line of National Energy Administration Officially Opened

In order to fulfill the responsibility of supervising energy sector, facilitate the social and public supervision, and accept and hear the complaints and tip-offs covered in the scope of official duty of energy supervision of National Energy Administration and its detached offices in a uniform manner, National Energy Administration has decided to change the purpose of telephone number 12398 from "Electric Power Supervision Hot Line" that has been in service nationwide to "Energy Supervision Hot Line" (hereinafter referred to as 12398 hot line) after approved by the department in charge of Ministry of Information Industry. We hereby publicize the following bulletin:
1. The date on which the purpose of 12398 hot line is changed: November 1, 2014.
2. The areas in which the purpose of 12398 hot line is changed: All provinces, autonomous regions and municipalities directly under the Central Government in mainland China.
3. Accepting and hearing scope of the complaints and tip-offs covered by 12398 hot line: Any individual or organization can put forward an appeal regarding the development and utilization of electric power, coal, petroleum, natural gas new energy and renewable energy resources, etc. or lodge a complaint about any behavior in violation of relevant energy laws, regulations, rules and other regulatory documents by dialing 12398 hot line, sending a fax or sending an email to the fax numbers or email boxes of the detached offices of National Energy Administration provided that the appeal or complaint is covered by the scope of official duty of National Energy Administration and its detached offices.
4. Time frames for accepting 12398 hot line complaints: Assign persons specifically on duty to accept the complaints in working hours, and use telephone digital recording systems to accept the complaints in other time as well as in festivals and holidays.
5. Time arrangement for treating 12398 hot line complaint or tip-off: Inform complainant or accuser (exclusive of anonymous complainant or accuser) whether the complaint is accepted or not within seven work days from the date on which the complaint is lodged.
Inform complainant or accuser (exclusive of anonymous complainant or accuser) of the result of treatment within sixty days from the date on which the complaint is accepted. The time period can be extended in special circumstances with the longest time extension of 30 days.
