From September 7 to 8, Hou Qijun, Secretary of the Leading Party Member Group and Chairman of Sinopec Group, surveyed the Group’s Fujian-based enterprises, extending regards to frontline cadres and employees. He emphasized the need to thoroughly study and implement the important directives of General Secretary Xi Jinping, earnestly carry out the mid-year work conference arrangements of the Group, shoulder responsibilities and missions, leverage synergistic advantages, secure victory in successfully concluding the “14th Five-Year Plan”period, and chart a new chapter for the 15th Five-Year Plan, so that we can steadfastly advance toward higher-level high-quality development. These efforts should yield tangible results to uphold the “Two Establishments” and achieve the “Two Upholds”.

During his stay in Fujian, Hou Qijun also attended the opening ceremony of the 25th China International Fair for Investment & Trade held in Xiamen.

Lv Lianggong, member of the Leading Party Member Group and Deputy General Manager of Sinopec Group, accompanied Mr. Hou Qijun during the survey and presided over the symposium for enterprises based in Fujian.

During the survey, Hou Qijun visited the site of Gulei Phase II Integrated Refining and Petrochemical Project, Gulei Petrochemical Company, SSPC’s Wenping Comprehensive Energy Station in Xiamen, FREP’s Huang Xiaobin Model Worker Safety Innovation Studio and the Central Control Room. He gained insights into production and operations, reform and development, and Party building efforts. He also convened a symposium for enterprises based in Fujian, listened to work reports from FPCL and SSPC, and issued directives.

Hou Qijun pointed out that in recent years, enterprises based in Fujian have thoroughly studied and implemented the important speeches of General Secretary Xi Jinping, proactively responded to changes in internal and external environments, taken solid steps to advance tasks such as coordinated development, market expansion, and deepening of reforms, and advanced full and rigorous Party self-governance in a deep-going manner. As a result, the work style and morale of the teams have continued to improve, achieving remarkable results in various endeavors.

Hou Qijun emphasized that Fujian's advantageous geographical location and vast market potential provide a solid foundation. Enterprises based in Fujian must deeply comprehend the essence of General Secretary Xi Jinping's important speeches, scientifically and rationally plan industrial development, cultivate new quality productive forces, and strive to forge a distinctive path of high-quality development. To this end, they must accelerate the pace of transformation, anchor the development direction toward high-end, intelligent, and green initiatives, elevate industrial capabilities, expand market space, and achieve a profound transformation from being merely large to being strong and competitive. They should give full play to the advantages of institutions and mechanisms, persistently advance reform and innovation, and accelerate the building of world-class enterprises with outstanding products, renowned brands, leading innovations, and modern governance. In addition, they should vigorously promote scientific and technological innovation, continuously enhancing industrial competitiveness.

Hou Qijun pointed out that every effort must be made to accomplish the annual profit targets and tasks. Large enterprises should shoulder greater responsibilities. Enterprises based in Fujian must bear a weighty burden, take proactive actions, and go all out to explore margin improvement potentials. FPCL should uphold the spirit of striving for success, firmly anchor to profit targets, fully promote operational optimization, market expansion, and extreme cost reduction, implement rigorous assessment measures, and strive for better performance. SSPC must treat marketing as a lifeline project, firmly embrace the mindset of enduring prolonged austerity and hardship, actively build low-cost competitive advantages, and continuously consolidate and enhance market share.

Hou Qijun emphasized the need to proactively prevent and control risks. Enterprises based in Fujian should take as a driving force the rectification of problems identified in the central government’s disciplinary inspections, economic responsibility audits, and ecological and environmental protection inspections to further elevate safety, environmental protection, and compliance in operations, thereby strengthening the bottom line of risk prevention and control. They should deepen the "Operation Thunderbolt" for identifying and rectifying potential safety hazards and specialized campaigns against "three violations," resolutely safeguarding the bottom line of production safety. They should strictly implement laws, regulations, and standards for ecological and environmental protection, continuously improving environmental conservation standards. They should also strictly guard against operational risks to ensure major risks are controllable and under control.

Hou Qijun emphasized that high-quality Party building should lead and guarantee high-quality development. Enterprises based in Fujian must confidently and unequivocally strengthen Party building, integrate Party leadership into the governance of joint ventures, and explore effective implementation patterns such as “Two-Way Entry and Dual Role Appointments”(whereby Party officials serve on management boards and corporate executives serve on Party committees), and fully leverage the role of Party organizations in setting the direction, managing the overall situation, and ensuring implementation. They should leverage the strengths of the Party’s ideological and political work to unite efforts in developing enterprises effectively. They should persistently implement the CPC Central Committee’s Eight－Point Decision on Improving Party and Government Conduct, strengthen work style construction, and forge a new chapter in enterprise development with a sound work style.

Lv Lianggong emphasized that it is essential to unify thoughts and actions in accordance with General Secretary Xi Jinping’s important speeches, thoroughly implement the arrangements of the Group Company’s Leading Party Member Group, carry out work creatively based on actual conditions, resolutely accomplish the annual targets and tasks, and accelerate high-quality development with better performance.
