Zhang Xiguo, Secretary of the Company's Party Committee, Inspected the Closing of the TA on Site
At the critical stage of transition from TA/Revamp closure to preparation for start-up, on December 5, Zhang Xiguo, Secretary of the Company's Party Committee and BOD Chairman went to TA/Revamp site to visit the front-line employees.
Zhang Xiguo went to the 2# APS/VPS and SC successively to learn about the closing of TA/Revamp, preparations for the unit start-up, etc. He inquired in detail about the difficulties in and logistical supports for the current tasks, and listened carefully to comments and suggestions on the unit start-up work. He stressed that we must further understand the situation, improve our awareness, strictly implement the relevant requirements of the Company, and complete the closing, completion acceptance and preparation for the start-up of TA/Revamp to high standards. All departments, business teams and participating organizations must follow the Company's deployment requirements, ensure safe, orderly and reliable closing and smooth start-up, carefully organize the closing of the TA and the start-up of units, and complete the challenging TA/Revamp task well.
At 2# APS/VPS area, Zhang Xiguo learned in detail about the closing of TA/Revamp. He demanded that, in the principle of insisting on "stability", maintaining our composure, overcoming the idea of seeking quick success and instant benefits, and being neither conceited nor rash, we should carefully conduct acceptance check item by item based on the completion acceptance standards of the Company, and conduct thorough inspections to eliminate quality defects, risks and potential hazards. In addition, we should strictly implement the interface handover procedures for the handover from maintenance to production, and ensure smooth operation in the next operation cycle with high-standard maintenance quality.
At the SC area, Zhang Xiguo said humorously to Olefins BT Manager Wang Jun: "I am very happy to see you smiling at this critical moment, which shows that you are confident.” He inquired in detail about the impact of this TA/Revamp on defect elimination of potential hazards and bottleneck constraints left over from the previous operation cycle and learned about the preparations for the upcoming start-up.
With respect to the current work, Zhang Xiguo emphasized that TA/Revamp has entered the closing stage. It is necessary to strictly implement safety risk identification and prevention measures, strengthen safety management and control, achieve process safety, and ensure the safety of personnel; we must coordinate the resources of all parties and make preparations for the start-up by strictly aligning with start-up plan, and proceed steadily according to the timelines in a planned manner to ensure successful start-up at the very initial time.
Starting from October 8, the Company launched the tough battle of TA/Revamp across the board. For this TA/Revamp, unit revamping, technical measures, and potential hazards treatment were simultaneously conducted as planned for all production units in the both the new and old plant areas. Covering refining/chemical units/auxiliary supporting systems, 70 sets of units were maintained, with 8,809 maintenance projects and 123 revamp projects implemented.
