Ma Yongsheng Went to FPCL to Supervise Production Safety Work


On May 23, Ma Yongsheng, Secretary of the Party Committee and Chairman of the Sinopec Group, went to FPCL to supervise production safety work. He inspected the FREP SC and reformer units on site, visited front-line cadres and employees, listened to work reports, and emphasized the need to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, bear in mind the earnest instructions of General Secretary Xi Jinping, and take the opportunity of carrying out the themed action for the initiative of “keeping in mind the entrustment, forging ahead with gratitude and promoting innovation-led development to build the first-class” and the Safety Management Improvement Year Action to see that responsibilities at all levels are fulfilled, take strong measures to resolutely promote the continuous improvement of the production safety situation, and support the “two establishments (establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era)” and ensure “two upholds (uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership)” are well put into place with practical actions.

During the visit in Fujian, Ma Yongsheng attended the China-GCC Industry and Investment Cooperation Forum held in Xiamen.

Ma Yongsheng pointed out that to solve safety problems, we must solve ideological problems. We must thoroughly implement General Secretary Xi Jinping’s important expositions and instructions on production safety, coordinate development and safety, and ensure that the concept of safe development of “putting people and life first” is internalized and implemented throughout the whole process. We must always reflect on whether we have learned profound lessons, whether we have a strong desire to solve problems, and whether the rectification measures are precise and effective; we must always reflect on the root causes of the breach of red lines, the harm of empiricism, the lessons of ignoring risks, and the consequences of lax management. We must be highly vigilant in our thinking, always keep the safety string tightened, and take solid steps to ensure “strictness” is exercised. We must be truly strict and deliver effective management to ensure smooth production operation and overall safety and stability, and ensure the high-quality development of the Company with a high level of safety.

Ma Yongsheng stressed that in order to prevent safety incidents, we must ensure that responsibilities are fulfilled. We must grasp the key point of “stimulating the sense of responsibility and implementing the responsibility system”, ensure strict execution, and continuously improve the production safety situation. A sense of responsibility means “Always staying alert”. To this end, we must dare to fight against unhealthy phenomena in the field of production safety without being afraid of offending others. We must dare to tackle tough problems and face challenges head-on. For sections with inadequate management, we should visit the site more often to identify risks and potential hazards and make adequate corrections. Management at all levels should take the lead in fulfilling their responsibilities, play a leading role in safety, and build a solid safety line of defense. The responsibility system must be both sound and effective, and must be strictly enforced. FPCL must fulfill its supervisory and managerial responsibilities and use strict assessments to improve the penetration of safety management and the enforcement of safety systems. With strict implementation of systems as a lever, FREP should optimize KPIs to offer clear orientation, and continuously see that professional management responsibilities are fulfilled.

Ma Yongsheng pointed out that in order to ensure intrinsic safety, we must promote integration of management approaches. When operating sino-foreign joint ventures, we must ramp up efforts to explore mutual learning, integration and mutual promotion to ensure that the management systems adapt to national and corporate conditions and can be truly implemented. We should actively recommend our own good practices and experiences to the foreign partners, and boldly absorb and learn from their advanced management methods and business philosophy. We should make good use of the Company’s Articles of Association and rules of procedures of the Board of Directors, enhance communication with foreign partners, and work together to improve the production safety management system. We should also work to improve the management model of the joint venture, give overall consideration to and make good use of the Sinopec Group’s advantageous resources, and continuously improve the management of the joint venture.

Ma Yongsheng stressed that in order to achieve prolonged stability, we must consolidate the foundation of frontline. The frontline organization is the first safeguard for production safety. They can only be strengthened, not weakened. We must work tirelessly and over a long period of time to strengthen the “three basics (frontline organization construction, basic works and fundamental skills training)”. We must take solid steps to ensure work related to “people” is well done, assign responsibilities to specific personnel, and promote the overall improvement of safety management through the continuous improvement of basic management. We must effectively give play to the role of primary level Party branches as battle fortress, take solid steps to work on the ideological and political work for employees, enhance their sense of gain and belonging, and have them work together to ensure safety. We must organize extensive reflections and discussions among all employees, conduct in-depth analysis of the problems present in various disciplines and posts, implement specific rectification measures, and improve professional management capabilities and executive capabilities of primary level departments. We should take advantage of unit maintenance to improve basic management and employees’ operating skills, and lay a solid foundation for the safe and stable operation of units.

Ma Yongsheng pointed out that we must focus on production safety and the annual goals/ tasks and make every effort to advance all priorities. We must attach great importance to production safety in summer, stage sound performance in flood prevention and disaster reduction, carry out in-depth identification of risks and potential hazards, strengthen the implementation of measures, and resolutely prevent incidents from happening. We must work well on plant-wide TA, strictly manage contractors and work execution. In particular, in conjunction with the large-scale equipment replacement that the CPC Central Committee and the State Council are deploying and promoting, as well as Company requirements for transformation and development, make science-based arrangements, and promote safe and high-quality development. We should better leverage the advantages of refining-chemical integration and accelerate the development of new quality productive forces. We should also organize and carry out Party discipline learning and education programs, promote the in-depth development of full and strict Party self-governance, and transform political advantages into development advantages.
