The Company Held a Safety Reflection Meeting


On June 6, the Company held a safety reflection meeting. Zhang Xiguo, secretary of the Party Committee and Chairman of the Company, attended the meeting and delivered a speech, emphasizing the need to thoroughly study and implement General Secretary Xi Jinping’s important expositions and instructions on production safety, and to implement the requirements mentioned in the speech of Ma Yongsheng, secretary of the Party Group and Chairman of the Group Company, during his visit in the Company for production safety supervision. In response to the Company’s recent abnormalities in production safety, he called for deeply analyzing the causes, learn profound lessons, take decisive measures, so as to resolutely reverse the current passive situation of production safety and lay a solid foundation for production safety and business operations for profits creation.

Zhao Tianxing, Deputy Secretary of the Party Committee and General Manager of FPCL, attended the meeting and delivered a speech. Lin Xu, Suchart Phowatthanasathian and Li Ji, members of OOP of FREP, attended the meeting and put forward requirements. Vice President Suchart Phowatthanasathian presided over the safety reflection meeting, reported on the recent abnormal incidents in production safety, and explained the purpose, significance and relevant requirements of the reflection meeting. The leaders of the Company took the lead in conducting the reflection and participated in the reflection discussions in four discussion groups.

Zhang Xiguo emphasized that the key to conducting the reflection on safety is to adhere to the principle of seeking truth from facts.Since the beginning of this year, the Company’s production safety situation has become extremely severe and complex, and some abnormalities in production safety have arisen. In response, we must stay calm, conduct a reflection on safety to dig deep into the root causes, show concerns ideologically, be clear-headed, and act quickly to promote the continuous improvement of the production safety situation. At present, the units have entered the final stage of the “TA with six-year interval” initiative where the equipment are gradually getting aged and more and more old employee are being replaced by new ones. We must objectively understand and accurately grasp the characteristics in this stage, strengthen management, and respond with strong actions. We must be more clearly aware of the safety operation risks, work on more adequate measures and take more solid steps to implement actions. These actions need to be cascaded and executed in each level, especially in shift teams.

Zhang Xiguo pointed out that the key to ensuring sound safety management is to stimulate subjective initiative of the people. Safety management is about managing the three factors, namely, people, objects and systems. People must be active, objects must be complete and the systems must be effective. Among three factors, “people” factor is the key. We must continuously improve the incentive and assessment mechanism, as well as stimulate people’s subjective initiative based on short-term and long-term tasks. We must demonstrate “felt leadership” in conducting communication, highlight incentives and constraints in setting systems, and dare to tackle the toughest problems in assessment and accountability. We must work hard to ensure the implementation of the responsibility system in response to the inadequate fundamental work. We must ensure training and development programs are put into place in light of the actual situation of the replacement of old personnel with new ones. We must not only focus on unified training programs for departments and teams, but also strengthen self-training of shift teams to form a mechanism where shift teams decide what to be trained and tested. We must address the problem of inadequate professional competence, to improve professional skill and problem-solving capabilities, and build up the ranks of professionals. We must enhance discipline support and resource guarantees for frontline teams, improve their execution and decision-making efficiency, set a clear-cut direction, and continuously see that discipline management responsibilities are fulfilled.

Zhang Xiguo pointed out that the key to managing safety risks lies in improving the essential integrity of objects. To this end, we must formulate and improve overhaul strategies, operation and maintenance strategies and contractor management strategies based on the current operation characteristics of the units. We must reasonably set TA cycle, scientifically arrange maintenance costs, and ensure both safety control and development. We must strengthen operation and maintenance management, intensify rounds inspections and care, promptly discover and eliminate operational potential hazards, and resolve equipment failure problems in accordance with the requirement of “no problems will stay overnight”. We must implement the requirements for “time-limited” work tasks on equipment management and continuously improve preventive maintenance. We must strengthen contractor management, improve the professionalism of the contractors and the stability of their backbones, and strengthen cultural and management integration with them.

Zhang Xiguo emphasized that the more critical the period, the more we must strengthen our confidence. We must fully recognize the Company’s characteristics and advantages in system construction, talent team, capability and quality, and management experience, enhance self-confidence, maintain strategic focus, and firmly strengthen our confidence and determination to resume the leading position and strive to become a top-notch enterprise. We must work together and move in unison to take practical actions to promote the continuous improvement of the production safety situation.

Zhao Tianxing pointed out the problems existing in the Company’s current safety work, and stressed the need to strengthen cultural construction. To this end, we must grasp the fundamental factor of “people”, focus on inspiring a sense of responsibility, implementing the responsibility system, strengthening professional ethics and professional dedication education, strengthen the construction of “home” culture, and enhance the awareness of a “community of shared destiny” between employees and the Company. We must improve work efficiency, effectively manage on-site safety hazards, reduce existing ones and curb new ones, in order to fundamentally reverse the passive safety situation. We must improve work standards, make plans and do work from the perspective of maximizing the Company’s overall interests, and have the superior departments be exemplary in setting examples and leading. We must take extensive and solid steps to carry out the Production Safety Month activities, enhance the safety awareness of all employees, improve safety skills, stabilize the current situation, strengthen supervision, and ensure safe and stable production.

At the meeting, the heads of nine business teams, including Olefin BT and Fuel-II BT, made safety reflection speeches, reported on the their teams’ reflection and identification of problems, deeply reflected on and identified the problems in terms of ideology, management, work style and ability, and clarified ideas and measures for improvement.

Heads of each department and business team attended the safety reflection meeting. During the group discussions, participants held group discussions on safety leadership, risk tolerance, discipline and work style construction, and capacity and quality improvement, seeking to identify existing problems and propose improvement countermeasures. After the group discussions, the four discussion groups reported their discussion results and shared suggestions for improvement.
