In accordance with the centralized arrangements of the Party Group of Sinopec Group, on September 14, Company Party Committee held the Summary Meeting of the First Session and the Deployment Meeting of the Second Session of the Theme Education on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The intent of the meeting was to thoroughly learn and implement the principles set out by Sinopec Group in the Summary Meeting of the First Session and the Deployment Meeting of the Second Session of the Theme Education, summarize and review the first session of the Theme Education of the Company, as well as mobilize and deploy the second session.

Zhang Xiguo, Secretary of the Party Committee and Chairman the Company, as thelead of the Theme Education Leadership Team, emphasized that we should unite more closely around the CPC Central Committee with Xi Jinping at its core, conscientiously implement the various work requirements of Sinopec Leading Party Group and Fujian Provincial PartyCommittee, and take solid steps to carry out the second session of the Theme Education. The target was to effectively transform the accomplishments of the Theme Education to a high degree of consciousness and awareness of the values/ principles of the Party, a strong motivation to engage in undertakings, and actual results of completing the annual targets/ tasks, to advance the construction of a leading refining and chemical integrated enterprise in China,and contribute to the construction of SinopecGroup to deliver strong strategic supports, powerful protection of people's livelihood and great social influence.

Zhou Wei, deputy lead of the Ninth Rounds Supervision Group for the Theme Education of Sinopec Group, and Ou Qun, a member of the Supervision Group, attended the meeting. The Company mangement Zhao Tianxing, Lin Xu, Lai Shuiming, Hong Xiaojiang, Yang Fei, Li Ji, Ding Hongbo, and Du Hongming from Fujian Gulei Petrochemical Company attended the meeting.

Zhang Xiguo summarized the Company's first session of Theme Education. He commented that the Company had conduct learning, thinking, practicing and understanding activities closely keep to the point of the Theme Education, and achieved remarkable results. Through the in-depth development of the Theme Education, the party members and cadres have continuously enhanced their consciousness and firmness in learning, understanding and applying the Thought, with better understanding on the worldview, methodologies, and positions, viewpoints and methods specified by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They have further leveraged this "golden key" to promote work and solve problems, further built political loyalty, improved the abilities to perform duties, strengthened the sense of missions and responsibilities, fostered synergy for development, cultivated new and healthy trends, and promoted new breakthroughs and improvements of work in all fronts. Since this year, the Company has made extraordinary progress in the early-stage preparation works for the Gulei Project Phase II, vigorously promoted quality and efficiency improvement, and taken multiple measures to improve HSE management. As a result, safety and environmental situation maintained stable, production and operation were stable and efficient, and the effectiveness of the Theme Education has been tested with the actual achievements.

Zhang Xiguo made deployments for the second session of the Theme Education. Zhang Xiguo emphasized that, different from the first session, the second session of the Theme Education was directly for primary level organizations, with a large number of units and personnel engaged across the Company. It was closely related to the front line of production, carrying higher expectations and concerns of the employees and the masses. Upon the basis of adhering to pragmatic, innovative, and integrated approaches, the Party organizations, Party members and cadres at the primary level organization should pay more attention to scrupulously observing the right path, passing on the good traditions, and strengthening the foundation,

First, we should keep closely to the theme and the tasks. It was expected to effectively integrate the five key measures, i.e. theoretical study, investigation and research, promotion of development, review and rectification, and documentation of rules and regulations, and advance the work as a whole without dividing the work to different stages or links.

Second, we should make targeted efforts in primary level organization.A good balance should be maintained between the critical few and the great majority, the implementation in full swing and the advancement by areas, the overall arrangement and the primary level needs, and avoid applying uniform approach for all.

Third,management personnel should play an exemplary role. The Party secretaries of primary level organizations should thoroughly understand the principles of the superiors’ instructions, respond to the work requirements, understand and lead the Theme Education, and take the lead in learning, working and rectifying.

Fourth, we should solve problems based on realities. We should persist in learning, comparing, inspecting, and rectifying while taking into account of our own functions and responsibilities, and analyze issues with perspective of internal factors, so that the inspection of issues is based on a "solid ground" and the rectification is not "delayed."

Fifth, we shouldstay interactive and collaborative. We should make good use of the good experience and best practice of the first session of the Theme Education, to ensure good connection and coordinated rectification of the identified problems, and make integrated efforts towards same direction.

Sixth, we should maintain strict and down-to-earth working style and strive for substantial results. We should persist in carrying out the Theme Education in a good working style, seek truth, be pragmatic, avoid vanity, and ensure the political orientation and seriousness of the Theme Education with strict and down-to-earth working style.

Zhang Xiguo emphasized that the guiding principles of this meeting should be conveyed to the majority of party members and cadres in a timely manner. It was necessary to strengthen organizational leadership, ensure fulfillment of responsibilities, assist coordination and provide guarantees, learn from the effective and successful practices in the first session of the Theme Education, and make good planning, organization and promotion of the second session of the Theme Education. Efforts should be made to put into place sound publicity and guidance, highlight characteristics and features, tell the stories of FPCL, make the voice of FPCL well heard, and demonstrate the image of FPCL. In addition, coordinated efforts should be made to integrate the Theme Education with the promotion of safety production, tackling difficulties to create profits, project management, reform and development, etc., in order to accomplish the goals and tasks across the board.

In his speech, Zhou Wei fully affirmed the accomplishments scored by FPCL since the first session of the Theme Education, commenting that since the launch of the Theme Education, FPCL Party Committee has thoroughly studied and implemented the guiding principles set out in General Secretary Xi Jinping’s series of important speeches and important instructions on Theme Education, and the arrangements and requirements of the Party Group of Sinopec Group, aligned with the goals and tasks, focused on the main themes and priorities, and thoroughly implemented the key measures with the most serious attitude, promoted the high-standard and high-quality operation of the Theme Education, and achieved important phased results.

During the implementation of the first session of the Theme Education, FPCL Party Committee fully took advantage of the unique resources and advantages of Fujian Province as an important incubating and practice place of the Thought on Socialism with Chinese Characteristics for a New Era, and reiterated the guiding principles of the speech of General Secretary Xi Jinping’s research to FPCL during his work in Fujian Province, andhis congratulatory letter for the completion and startup of the Fujian Refining & Ethylene Integrated Project, focused on priorities and difficulties in production and operation, carried out in-depth researches and studies, conducted rectifications through the Theme Education, and promoted the task-based initiatives of "I do practical things for the masses" and improvement of "the four environments" of work, life, study and culture. Focusing on the top priority of pursuing high-quality development, extraordinary efforts were made to make the early-stage work of Gulei Phase II Project, and promote the coordinated development of the two petrochemical bases inQuangang and Gulei. Gulei Petrochemical Company has made all efforts to advance the 300KTA EVA Project, and realized one time successful startup and stable/ high load operation.

At the same time, the expectations for carrying out the second session of the Theme Education, emphasizing the need to systematically understand the main characteristics of the second session of the Theme Education, take into account the actual situations ofthe primary level organizations, focus on accurate understanding of targets and requirements, strengthen category-based implementation of policies, solve practical problems, and stay interactive and collaborative, prevent formalism and bureaucracy, and scientifically plan, meticulously organize, and efficiently operate the second session of the Theme Education with a great sense of responsibility, thus to ensure high-standard launch and high-quality development of the second session of the Theme Education.
