To all FREP employees, contractors and friends:

On the occasion of the approaching New Year, on behalf of OOP, I would like to extend my highest respects and heartfelt wishes to all of you, and express my thanks for your contributions to the safe and reliable operation of FREP.

In 2020, we have made all-out efforts to protect people and control the pandemic, and our business and operation have been stable in general, while our safety performance has further improved. Firstly, safety leadership has been enhanced. Safety leadership of leaders in front line was solid, with more and more promotion and application of SPIES commitment model and E/S-behaviors. Secondly, risk tolerance has been reduced. The quality of LMRA, BBSO and JHA was further improved, high-risk activity checklists were better applied, and the "Stop & Think" initiative was carried out. Thirdly, the safety competency has been strengthened, by improving process safety knowledge, creating a safety learning environment, and developing safety watch skills of employees and contractors.

In addition to wishing you a happy New Year, I would like to emphasize health and safety. Maintain vigilance and care to protect health of all people during the ongoing pandemic. Further enhance your safety awareness and responsibility, keep in mind the policy of "safety first", and pay attention to safety whenever & wherever to ensure safety in all our activities.

In 2021, we will continue our deliberate focus on reinforcing safety leadership, reducing risk tolerance and enhancing safety competency, especially in ensuring safety management of "construction while production" of Aromatics and EO/EG debottleneck projects, the safe startup of the Alkylation project, and by improving the safety behaviors during TA21.

Safety is a responsibility; we must set an example, be strict with self, do our best, and be brave to bear the burden, not afraid of difficulties, for our people, for the company, for the surrounding communities and our business friends.

Safety is caring. We must proactively identify risks, control risks, and actively intervene in unsafe behaviors and conditions. With our care we can keep everyone safe and keep incidents and injuries away from everyone.

Safety is a value that we believe in. We always take care of each other, learn from each other, comfort each other; we pursue safety innovation, new ideas and new technology and implement the most effective safety management strategy; we always learn from excellent enterprises and individuals.

Safety is the lifeline of an enterprise, the bottomline never to cross, and the necessity and prerequisite for the realization of harmonious development of FREP. I hope that together we can strengthen our safety culture, have the courage to take responsibility, strictly implement, earnestly carry out the safety related work, fundamentally improve the level of safety development of FREP, practice the concept of "people-oriented, safe development", and strive to achieve the vision of FREP.
