Typhoon Meranti (No. 14) landfell in Xiamen and caused severe disaster in Fujian. FREP located at Quanzhou Fujian was frontally attacked, and all our employees worked as a team to fight forcefully. Till release of this article, the typhoon did not bring major impact on the company whose process operation has been steady and product supply normal.

In the evening of September 14^th, FREP top management gave instructions in the command center to organize the relevant personnel to go deep into process area, tank farm and construction zone to check all the preventive measures one by one and ensure they are implemented in place; HSE safety observers braved the rain to the site for inspection, all the personnel on site started to evacuate; personnel were organized to patrol Qinglanshan Terminal and Liyuwei tank farm, etc.

Meranti came fiercely and brought huge rainfall resulting in extreme impact on the drainage system. Process Department’s utility team organized employees to be on duty 24h. Before the typhoon landfall, personnel were assigned to inspect the outlet line of open drainage to ensure its smoothness; the adjustment for level and wastewater tanks and basins was completed ahead of schedule, the regulating tanks at new and existing plat side were running at low level, and all the lifting pumps were guaranteed to be running normally when rainstorm came.

Utility BT Lead Wu Yubin who was on duty that day led the shift to stay in the site despite of storm rain, and focused on the wastewater treatment plant of new plant area, and watching the operation of oily wastewater lifting pumps to prevent oily rainwater from overflowing out of the plant that otherwise may result in EP incident.

It was right the Mid-autumn holiday when Meranti came. FREP had urgently deployed the typhoon defense before the typhoon came, the process teams were timely patrolling to handle the equipment concerns, electrical and instrument issues, and elaborate the handling on sundries stockpiled on the height. The existing plant area is carrying out sealing of floor drains and division of clean water and wastewater, the new plant area will keep the oily rainwater basin at low level, and conduct the oil collecting for oily wastewater wells. The logistic system will conduct preventive inspection, and implement the food drainage measures for tank farms, pump houses and floating roof tanks as well as blocking floor drains, and check the tank safety protection facilities, and comprehensively conduct the preventive check for process and oil tank farms, and check the readiness of firefighting system, and clear up the sundries at height and the inspection/reinforcement for outdoor billboards, the firefighting squad and utility team will emphasize on checking the water pumps and diesel inventory, and arrange for emergency rescuers and emergency response implementation scheme.

Typhoon Meranti landing met with the astronomical tide by chance, with the coastal high tidal level exceeding the alert level. The fleet gave up Mid-autumn holiday since September 14, all the crew were on the posts, four firefighting tugboats were docked for shelter, the emergency response provision was launched to cope with any marine emergency” the FREP terminal and fleet principal told the reporter, the terminal arranged the fleet and oil tankers to leave the harbor for shelter. Meanwhile, the loading arms were secured, operators were evacuated from the seaside job-places.

After Typhoon Meranti left, in the afternoon of September 18^th, the ultra large oil tanker “Brightoil Elegance” that shipped 270,000t crude from Saudi safety docked at Qinglanshan terminal of 300k dwt berth of FREP. Crude unloading started at 20:00 on that day, and was completed on September 20^th and the tanker departed from port. (Xiao Wanyuan)
