In the morning of September 6, the autumn was bright and the sky was high and clear. The grand commencement ceremony was held at the site of the 300KTA Alkylation Unit project of FREP, which marked that the project entered the construction stage formally. The project is scheduled to be completed for intermediate handover by the end of June 2020.

President Joost Emmen and Vice President Lin Xu of the company attended the commencement ceremony. Management and relevant personnel of Sinopec Engineering Incorporation Co., Ltd., Sinopec Tenth Construction Company, Yueyang Changling Refining and Chemical Construction Supervision Company, and the responsible people of Mechanical Department, Process Department and other departments of the company participated in the commencement ceremony.

At the commencement ceremony, President Joost Emmen and Vice President Lin Xu of the company made instructions and requirements on project coordination, safety, quality, schedule and expectations respectively, and defined the overall objectives of the project construction.

In the end, President Joost Emmen announced the start of the project construction.

The project includes 300KTA Alkylation Unit, 30KTA Spent Acid Regeneration Unit and off-boundary supporting systems. Among them, 300KTA Alkylation Unit is a newly built project to meet the requirement of GB VI gasoline quality upgrading. The unit can significantly improve the quality of gasoline and increase the blending capacity of high-grade gasoline, expand the sales channels, improve market competitiveness, and at the same time improve the value of C4 LPG. After the unit startup, gasoline of the whole plant can meet GB VI standard and meet the quality upgrading requirements of GB VI standard for gasoline in the new era.

The project is one of the key projects for GB VI oil product upgrading of SINOPEC, also one of the Top 10 tasks of the company of 2019, as well as an important measure of the company for the Blue Sky Battle.

In view of the tight construction schedule, heavy workload and high difficulty of the project, all participating units and personnel should strictly control safety in direct operations of the construction, specify safety management responsibilities of each party to ensure production safety; at the same time, control the quality target of each step well to ensure that the quality of design, procurement and construction can meet the standards. The project team should strictly implement the important instructions and requirements made by the company management at the commencement ceremony, proactively intervene unsafe behaviors and state with focus on "safety first", closely focus on critical paths and key milestones of the project, give early warnings to potential schedule control risks, and arrange rational schedule; firmly establish the concept of "one team, one goal", unite all forces and efforts to arrange and coordinate, ensure the continuity and efficiency of the project construction, strive to build a model, high quality and clean project, ensure that the project is completed in "safe, high-quality, efficient and clean" way, and make contributions to improve the quality and efficiency of the company.
