The Company Held 2018 Turnaround/Revamp Coordination Meeting


In the morning of June 14th, FREP Turnaround/ Revamp Coordination Meeting was held at Furui Hotel. Mr. Shen Chen, Deputy Director of Sinopec Engineering Department, Mr. Hu Hongye, Deputy General Manager of FPCL, and Mr. Zhao Tianxing, Vice President of the Company, attended the meeting.

At the meeting, Mr. Shen Chen recognized the progress of turnaround preparation made by the Company. He said that FREP started early, planned carefully, optimized in detail for adequate and good preparation.

As the turnaround and revamp was approaching, he pointed out that it was essential to strengthen organization and guidance, make overall coordination of design, procurement, construction and other forces for sincere cooperation, concerted effort and victory over a tough fight with dedication. He also made 3 requirements: first, identify problems in depth, communicate in a timely manner, and promptly handle the problems without leaving potential hazards; second, the owner and participating units must improve people management and sum up good experience; third, well handle wastewater, waste gas, solid waste by properly implementing measures and avoiding environmental incidents; fourth, strengthen the control on production units before the maintenance to ensure stable operation.

He expected all participating units to make joint efforts to smoothly accomplish the task of FREP 2018 turnaround/revamp and in turn lay a solid foundation for achieving high-quality development of FREP.

Mr. Zhao Tianxing made a speech on behalf of the Company. He first appreciated the contractors for their participation in the turnaround. He said that the turnaround/revamp involved a large scope, a large number of personnel and a high degree of complexity. The challenges were enormous. Therefore, we must uphold the concept of “one team one goal” and take leading control and preventive measures, give full play to the strengths of all the participants, mobilize their enthusiasm, and promote the smooth progress of all tasks.

He commented that, the first was to develop more strict measures to maintain safety, environmental protection and quality of the turnaround; the second was to coordinate and integrate the preparatory work such as region division, machine/ tools entry and materials feedback, etc.; the third was to provide thoughtful logistics services as solid backup for the maintenance group; the fourth was to break down the requirements proposed at this coordination meeting to develop task lists with assigned responsible persons to follow-up and coordinate in a timely manner.

Mr. Fu Junsong, deputy general manager of Mechanical Department, made a report on the preparation for 2018 turnaround.

More than 10 design, construction and supervision units such as SEI, SNEI, SSNEC, the Fifth Construction Company and the Tenth Construction Company made presentations. They stated that they would honor their commitments, obey the overall situation of the Company, follow the unified supervision and instructions and do their utmost to complete 2018 turnaround.

Experts from Sinopec Engineering Department made detailed comments on long-lead equipment purchases, closed emissions, schedules etc.

FREP management from Mechanical Department, Supply & Distribution Department, Technical & Planning Department and HSE Department, related business team managers and contractors’ representatives, in total around 100 persons, attended the meeting. (Zhang Lei)
